Abstract
This study examines the underutilization of agricultural and marine organic waste in the Special Region of Yogyakarta and to formulate the initial concept of ReGrow based on a circular economy and digital platform. Data from Badan Pusat Statistik indicate that rice production in Yogyakarta reached approximately 452.83 thousand tons of dry unhusked rice in 2024, generating abundant rice straw waste, while fish-based culinary activities at Pantai Baru produce fish bone waste that remains largely underutilized. This study employed a qualitative descriptive approach using observation, semi-structured interviews, literature review, thematic analysis, and design thinking. The findings indicate that the main problem lies not only in the large volume of organic waste, but also in the absence of an integrated cross-sector value chain, the low utilization of waste, and limited access to education and market connectivity. Empirical findings show that most rice straw is still burned after harvest because it is considered to have no economic value, while fish bone waste is generally discarded without further processing. Based on these findings, this study formulates ReGrow as an initial innovation design integrating rice straw, marine fish bones, and lamtoro (Leucaena leucocephala) into the concept of multifunction organic products in the form of organic fertilizer, botanical insecticide, and ruminant livestock nutrients supported by a digital platform. The novelty of this study lies in the systemic integration of cross-sector waste, multifunction product orientation, and the support of a local circular economy-based digital ecosystem. However, this study has not conducted laboratory validation or product effectiveness testing; therefore, the findings are positioned as an initial conceptual model requiring further development and validation.
